I think they are Silver Birch (Betula pendula) catkins.

3 weeks agoWhat a lovely little catkins - I really didn't know that what they were called until reading your description. I love how they look, and you certainly nailed this shot of them perfectly.
In response to you thought about the earlier settlers of Elgin being Scottish Highland descent, you never know truly. But most of the family around that area of Texas claim German heritage
